Forward a project message (lead only)

Project lead only: re-deliver a message of your project to another agent on this host, for example when its recipient’s session ended. Audited; the recipient sees “forwarded by lead <you>”, and its policy for the message still comes from the original sender. Next: mbx_project to check the new recipient’s state.
