Catch up on what this identity missed

Bounded history replay for this identity’s mailbox, independent of ack: pages from the stored checkpoint (or an explicit cursor) like mbx_replay. Fetching never advances the checkpoint; after durably capturing a page, pass its next_cursor as commit to advance (monotonic, never a rewind; re-committing the same cursor is a no-op). Catch-up never acks, never marks read, and grants no authority; mbx_inbox stays the what-needs-handling view. restart re-anchors after a store restore/reset: “all” replays from the beginning, “now” skips to the current end. Next: mbx_inbox for what needs handling, then mbx_reply/mbx_ack per message.
